In the Federal Capital Territory (FCT), over 8,000sq km land has been acquired from its inception and is classified urban. Land allocation procedure involves allocation by government to individuals, corporate bodies and public institutions that are willing to acquire land for their businesses and other investment purposes.

Process include the following:

  1. Individuals or corporate bodies are required to pick or download land application form(s), complete same and attach necessary documents for openning of file at the rate of N100,000 only.
  2. Land Use and Allocation Committee (LUAC) secretariat collates the applications on first-come-first-served basis and presents to LUAC committee for consideration.
  3. LUAC will consider the application based on availability of plots and send its report to the Honourable Minister for consideration.
  4. The Honourable Minister then approves the list through ministerial approval.
  5. The Director of Land Administration who is the secretary of LUAC will now prepare individual statutory Right of Occupancy (R-of-O) to be issued to the applicant.
  6. Acceptance of grant.
  7. Payment of requisite fee as indicated on the R-of-O.
  8. Processing of Certificate of Occupancy (C-of-O).
  9. Registration and issuance of C-of-O.
  10. Registration of subsequent interests – Power of Attorney, Deeds of Assignment, mortgage, etc.

This is excerpted from a presentation by the Director, Department of Land Administration, Federal Capital Territory Administration (FCTA), Mr Adamu Hussesini. The paper entitled Land Governance for Improving Access to Land and Effective Economic Investment in FCT was presented to the 25th Conference of Directors of Lands in the Federal and State Ministries, Departments and Agencies on 17-18 April, 2018 in Abuja.
